HOMELESS INTERVENTION PROGRAM

Since 2000, Quin Rivers’ Homeless Intervention Program (HIP) has offered time limited financial assistance (through grants and no-interest loans) to eligible households who are homeless or are in imminent danger of becoming homeless due to an unavoidable crisis situation.

Services Offered:

  • Rent and security deposit assistance through grants
  • Mortgage assistance through no-interest loans
  • Housing counseling
  • Budget counseling

Eligibility Requirements:

We officially serve 14 localities, but will help those in need outside those boundaries. To be eligible for the program, applicants in permanent housing must be in danger of losing their housing. Applicants in temporary housing or without housing must be in need of a security deposit and/or rental assistance to secure permanent housing. HIP recipients must:

  • be in temporary financial crisis due to unavoidable circumstances, including accident, illness, job layoff or reduction in hours, job termination, loss of daycare or transportation necessary for employment, or a delay in receiving approved benefits;
  • have been self-sufficient prior to the crisis (the crisis cannot be chronic);
  • be able to be self-sufficient at the end of HIP financial assistance;
  • be within the HIP maximum income limits (80% of HUD Area Median Income) and;
  • have exhausted their own resources and all other sources of assistance.

A housing counselor, together with the approved applicant, develops short-term goals which are monitored during the course of assistance. Participants may be required to attend budgeting classes and credit counseling.

Prescreening by phone is the first step in applying for HIP assistance. Prescreening interviews are conducted on the 2nd and 4th Thursday of each month from 10 a.m. – 1 p.m. The number to call to be prescreened is 540-368-2484.
